Mai Giang đăng quang Vietnam\'s Next Top Model

Trước cuộc thi, Mai Giang chưa hề biết đến thỏi son, trong khi Mỹ Vân đã làm người mẫu nhiều năm còn Thiên Trang từng đoạt giải Top Model Online. Nếu xét trên tiêu chí "From zero to hero" (Từ số 0 thành người hùng) của các phiên bản Next Top Model trên thế giới và nhìn vào kết quả 3 mùa giải của cuộc thi Tìm kiếm người mẫu Việt, thì sẽ thấy kết quả này không bất ngờ. Mai Thị Giang hạnh phúc khi trở thành quán quân. Mai Giang sinh năm 1991, cao 1,75 m, nặng 48 kg, số đo ba vòng 77-63-88, vừa tốt nghiệp ĐH Hải Phòng ngành Ngân hàng. Cô hầu như không gây ấn tượng trong vòng loại và cả ở những ngày đầu vào ngôi nhà chung. Tuy nhiên, giám khảo nhiều lần đánh giá Mai Giang là thí sinh có bức ảnh, shoot hình tốt nhất ở các vòng thi. Kể cả thử thách quay TVC quảng cáo son môi, cô cũng là người dẫn đầu. Trong thử thách photoshoot cuối cùng, tạo dáng trực tiếp trên sân khấu để nhiếp ảnh gia ghi hình, cô gái 21 tuổi có thể hiện thông minh hơn Kha Mỹ Vân. Mai Giang làm chậm, biết tạo điểm dừng cho nhiếp ảnh gia bắt góc, có phối hợp với hai người mẫu nam. Cô chỉ mắc lỗi để tóc che một phần gương mặt. Trong khi đó, Kha Mỹ Vân thực hiện động tác quá nhanh khi diễn cùng vòng tròn trên mâm xoay, với nền nhạc "Circus" của Britney Spears. (xem clip) Phát biểu với báo chí sau phút đăng quang, Mai Giang tỏ ra rất xúc động. Cô khẳng định đã nỗ lực rất nhiều để giành được chiến thắng hôm nay. "Là người còn non nớt trong nghề mẫu, tôi muốn dùng thành công hôm nay như một bước đệm để học hỏi, phấn đấu thêm nữa. Tôi rất hạnh phúc với khoảnh khắc này", tân quán quân nói. Còn Kha Mỹ Vân chia sẻ, khi nghe công bố kết quả, phản ứng đầu tiên của cô là buồn, hụt hẫng. "Nhưng suy nghĩ lại, tôi thấy Mai Giang chiến thắng rất xứng đáng, vì cô ấy đáp ứng được tiêu chí tự tin, cá tính và nổi bật", thí sinh 23 tuổi nói và bày tỏ sự nuối tiếc vì đã mắc lỗi trong phần thi photoshoot. Top 2 chung cuộc hồi hộp chờ nghe công bố kết quả. Cao Thị Thiên Trang dừng lại ở vị trí thứ ba. Khi nghe Xuân Lan công bố mình bị loại ở giữa đêm chung kết, cô gái trẻ nhất trong top 3 tỏ ra khá bất ngờ, bối rối, vừa cười vừa khóc trên sân khấu. Nhưng khi đêm thi kết thúc, Thiên Trang đã lấy lại được bình tĩnh. Cô cho rằng lựa chọn của giám khảo là chính xác và cô tự tin mình còn nhiều cơ hội phát triển sau cuộc thi. Đỗ Mạnh Cường cũng rớm nước mắt khi thấy thí sinh cá tính phải dừng chân sớm. Trong số các thí sinh, Nhã Trúc nhận được nhiều bình chọn nhất từ khán giả và nhận giải phụ trị giá 10 triệu đồng. Đêm chung kết được tổ chức tại Trung tâm Thể dục Thể thao Lãnh Binh Thăng, quận 11, TP HCM. So với chương trình năm ngoái có sự xuất hiện của siêu mẫu Tyra Banks, người khai sinh Next Top Model phiên bản gốc, sân khấu năm nay ít hoành tráng hơn. Khán phòng 500 chỗ ngồi vẫn còn nhiều ghế trống. Màn hình cũng như âm thanh ở sân khấu không được tốt, khiến khán giả khó theo dõi diễn biến đêm thi. Kịch bản đêm diễn thì vẫn như mọi năm, xen giữa các màn trình diễn thời trang, vài tiết mục ca nhạc là những phát biểu đều đều, lê thê của các vị giám khảo. Xuân Lan ba lần công bố giải thưởng dành cho người chiến thắng, nội dung không có gì mới. Vừa xúc động nhắc lại kỷ niệm với Thiên Trang trong cuộc thi, vị nữ giám khảo đã quay lại điệp khúc giải thưởng khiến khán giả bật cười. Xuân Lan ôm an ủi khi chia tay Thiên Trang. Các clip ghi lại hình ảnh thí sinh được chiếu đi chiếu lại cũng góp phần làm "giảm nhiệt" chương trình. Nội dung hầu như không thay đổi, chỉ cắt đi hình ảnh một vài thí sinh. Kết quả là hai cô gái còn lại cuối cùng mấy lần hiện diện trên màn hình với những khoảnh khắc giống hệt, khiến người xem không khỏi nhàm chán. Nhiều khán giả bỏ về sau thời điểm công bố top 2. Đêm chung kết có sự tham gia của các người đẹp dự thi hai mùa giải trước như Hoàng Thùy, Lê Thúy, Thùy Dương… Họ cùng top 15 của mùa giải năm nay trình diễn bộ sưu tập "Mùa lễ hội" của nhà thiết kế Adrian Anh Tuấn và sưu tập "Galaxy" của Đỗ Mạnh Cường. Á quân hai năm qua là Tuyết Lan và Trà My vắng mặt tại đêm thi này. Diễn viên Ngô Thanh Vân, Hoa hậu Diễm Hương, siêu mẫu Khánh Ngọc, ca sĩ Quang Vinh, người mẫu Phan Như Thảo... có mặt theo dõi đêm chung kết. Nhóm V.Music, ca sĩ Thanh Duy Idol và Thảo Trang "Xấu Lạ" đóng góp những tiết mục sôi động. Thanh Duy còn hô hào các nữ thí sinh nhảy điệu "Gangnam Style" để khuấy động không khí.

Cung An Định

Địa chỉ: Số 78A Nguyễn Huệ, thành phố Huế. Cách trung tâm thành phố Huế 2km, vị trí nằm cuối đường Nguyễn Huệ, gần Dòng Chúa Cứu Thế và nằm đầu đường Nguyễn Khuyến, gần ngã tư Hùng Vương. Cung An Định rộng hơn 23.460m2, nằm trong hệ thống các cung điện của triều Nguyễn. Vua Khải Ðịnh (1916-1925) đã cho xây cung điện này từ một vương phủ nhỏ vốn là tiềm để của ông. Công trình chưa xong, nhà vua băng hà. Hoàng tộc dùng An Ðịnh Cung làm nơi tiếp khách nước ngoài. Sau đó bà Từ Cung ở đó năm 1945-1950-1968-1975. Cung điện vẫn còn nét kiến trúc truyền thống của nhà Nguyễn cộng với kiến trúc gôtích in đậm trong những phong cách trang trí và các chi tiết kiến trúc như cột trụ, vòm cửa. Vật liệu xây dựng cũng Tây hóa như bất kỳ một công trình nào được xây trong gian đoạn đó. Ði sâu vào lâu đài ta có cảm giác như đi vào một tòa lâu đài của một nhà quý tộc châu Âu bởi sự phong phú về những phòng ốc, cầu thang, bởi những họa tiết hầu như xa lạ với truyền thống. Lá nho thay thế rồng phụng, hoa hồng thay thế hoa cúc, hoa sen. Nội thất Ðại Sảnh gồm 20 phòng nhưng phòng khách và hai phòng chiêu đãi ở tầng 1 là nơi đáng lưu ý. Trên tường phòng khách là sáu bức tranh vẽ cảnh lăng Gia Long, lăng Minh Mạng, lăng Thiệu Trị, lăng Tự Ðức, lăng Khải Ðịnh, lăng Ðồng Khánh. Tranh vẽ bột màu trên nền tường và những bộ khung thếp vàng bao quanh, 26 vòm cửa của cả căn phòng làm bằng gỗ mạ vàng với những hoa văn chạm trổ rất tinh vi, sinh động. Có lẽ đây là nơi bảo lưu nhiều kiệt tác sơn son thếp vàng – chính những bức tranh này cùng các họa tiết thếp vàng đã đem lại cho chúng ta sự quen thuộc ấm áp kéo chúng ta ra khỏi cảm giác lọt vào lâu đài phương Tây. Từ tầng này có cầu thang dẫn lên tầng 2,3 nơi trước đây là chỗ ở của bà Từ Cung và thờ thần linh. Trong An Ðịnh Cung trước đây có nhà Cửu Tư Ðài một công trình kiến trúc nổi tiếng có nội thất trang trí sành sứ ghép – loại hình phổ biến thời Khải Ðịnh, góp phần mang lại danh hiệu cho ông vua "Người con của những mảnh sành" mà người Pháp đã tặng cho ông. Sau tòa nhà chính là vườn nuôi nai, cá sấu. Trên ban công một bức bình phong ở tầng 2 còn lưu lại dấu vết bài ngự chế An Ðịnh Cung do vua Khải Ðịnh viết vào mùa thu năm Canh Thân (1920) được khắc trên xi măng vôi vữa. This was the first time that the patients from Hue Central Hospital had got to experience such as trip said Doctor Dinh Quang Tuan, Head of the hospital's Department of Paediatrics. The trip is also a chance for the parents to learn from the doctors that take care of their children. The activity was jointly organised by the Department of Paediatrics, Asian Children's Care League (ACCL), the International Confederation of Childhood Cancer Parent Organisations (ICCCPO) and Union for International Cancer Control. Seventy five children took part in different activities such as swimming, music and fashion show and picture drawing contests. Tran Thi Thanh Thanh, 12 years old in Da Nang City, shared, "I've never experienced such a trip before, I really enjoyed swimming with the help of my parents and helpers." "This is my second trip to the beach, but it's different this time as I've come with my parents and taken part in games on beach with my friends and volunteers. I'm so happy and its helped me forget my illness," said 14 year-old Nguyen Van Hoa, from Quang Tri Province. Trinh Thi Huy, Thanh's mother, said, "I've never been so happy to go swimming with husband and children, it's helped me to forget about the times spent in the hospital." Doctor Dinh Quang Tuan also said that, "Currently, the Department of Paediatrics has 75 children who are living with cancer, of which 20 have completed their treatment and now just come in for regular check-ups. Many of them have taken part-time jobs to help their parents. It's really cheered the medical staff up." There are plans to build a house offering a play space and daily treatment facilities for the children. Mrs. Watanabe, ACL Chairwoman, said, "I feel so happy because today we gathered here as a great family to share and exchange patient treatment methods and experience. I'll continue to pay attention to children's health."

French houses on Ly Thuong Kiet Street Hoang Tu, Chief of Division 61, under Department of Construction, said there are 1,586 old French villas in the city, but most are in a state of deterioration, adding that 562 belong to individuals, 1024 are owned by the state and 42 villas in Ba Dinh political center are publicly-owned and cannot be bought by individuals. "Many villas are badly damaged. Because some of them are home to as many as 30 families, the quality of life there is low," he said. In order to preserve these villas, the authorities have made four categories in which to place them. Villas belong to type one are those which have special cultural value for either their architecture and history. These homes are large and located in high-value areas of the city. Many of them have their original gardens intact. The second category includes those which have some vestige of their original architecture, but have been largely modified or severely weathered over the years. Tu said, "There has been a ban placed on destroying homes which fall under the first two categories because these properties have been slated for restoration." Villas in the third category are also considered to have architectural value, but have been encroached or largely rebuilt. The fourth category includes old homes that have been partially destroyed. These villas will be considered for rebuilding. However, those that are attached or adjacent to culturally important areas will need permission from the Department of Culture, Sport and Tourism and the Department of Planning and Architecture for further work. Local authorities encourage people to limit the number of families who live in one villa, with the hopes that the homes will be sold to individual owners if possible. The municipality also offers incentives to individuals and organizations to restore such properties. Families currently living in damaged villas owned by the State will be relocated while renovation work is conducted. Tu further explained that some investors have bought villas that house numerous families, but there are outstanding issues on renovation work because the properties share common land with the State. "A new resolution will be drafted to address these issues," he said

Songs of Dien Bien Phu: Final assaults and the capture of General de Castries

The two central outposts (Eliane 1 to 7 and Dominique 1 to 6), were under the control of five culturally mixed battalions – French-born, Foreign Legion, Vietnamese colonial, Africans, and Thais. Christian de Castries, French Commander-in-chief at Dien Bien Phu In the evening of March 30, under heavy rain, Division 312 captured Dominique 1 and Dominique 2. The French artillery regiment retaliated, firing directly at the Viet Minh. French troops also opened fire on the Viet Minh with anti-aircraft machine guns, forcing Giap to withdraw his troops. On the same day, the Viet Minh's Division 316 under Colonel Le Quang Ba, captured Eliane 1 and part of Eliane 2. On the west of Dien Bien Phu, Division 308 attacked Huguette 7 but failed to take it. Shortly after midnight on March 31, the French launched a counterattack and recaptured Eliane 2 and Dominique 2. Viet Minh troops suffered heavy losses on all fronts. The resistance of Eliane 2 (known to the Vietnamese as hill A1) presented a huge obstacle for Viet Minh troops and a big headache for Vo Nguyen Giap. Feeling distressed, he also feared that his troops would lose morale. He then fell ill and stayed in bed for several days, while thinking of new tactics to overcome the French at Eliane 2. On April 5, Giap decided to change his strategy and employed trench warfare. This was to reduce casualties for his troops from small arms fire and to slowly wear out the enemy. By April 11, the Viet Minh entrenchments entirely surrounded Huguette 1 and Huguette 6. Desperate for water and ammunition as parachute supplies were hampered, Claudine, a central outpost, came to the rescue. They fought with the Viet Minh for three consecutive nights, April 15, 16, and 17. The French had some success at Huguette 6 but in the end Colonel Langlais decided to abandon this outpost. On April 22, the Viet Minh took Huguette 1 and took control of most of the air strip. On the plain, the French had ten army tanks but couldn't mobilize them through the muddy fields. Thick bushes also entangled the armored vehicles. It was the monsoon season and the combination of bombardment and flooding had turned the terrain into swamps, now filled with corpses and debris. The battle of the five hills to gain final control of central Dien Bien Phu continued until May 6, with severe casualties on both sides. Many weeks before, the Viet Minh had discovered an underground tunnel going from Eliane 2 through Eliane 3, and reaching Nam Rom River. Dien Bien Phu had become a French stronghold years earlier, with the construction of this tunnel as an escape route. Giap ordered his troops to dig a tunnel crossing the French tunnel, separating the two outposts above. They also dug another tunnel below General De Castries' bunker. The group of 25 men and women had to cut into solid rocks manually, little by little. Without oxygen inside the earthen walls, they couldn't use torches during the first phase of tunnel work. Some died from lack of oxygen. Several were killed by air raids. Despite all hardship, they completed the two tunnels at the beginning of May. The morning of May 6, under clear sky, the French bombed the Viet Minh's controlled areas, mobilizing all its airpower available on site - with 47 B26 bombers, 18 Corsairs, 26 Bearcats, 16 Helivers and 5 Privateers. In retaliation, the Viet Minh unleashed all their weapons. The impact was like an earthquake. The entire French garrison was shaken by a series of explosion. French bunkers collapsed and trenches were flattened. The entire Dien Bien Phu camp was in flames. During the day on May 6, the Viet Minh had transported one ton of TNT in a mine shaft into the tunnel below Eliane 2 and set its timer. At 8:30 pm, a very loud explosion shook the center of Dien Bien Phu and completely destroyed Eliane 2. This was the last centre of French resistance. While Americans contend with a housing bust and joblessness, and Europeans suffer through their debt crisis, much of Asia (except Japan) seems to gain economic power, wealth and competitiveness year after year. The East looks like it is eating the West's lunch. Much of that storyline is true. The rise of Asia is the single most important economic trend of the past half century. But at the same time, looks can be deceiving. Asia has its own share of economic troubles, which threaten to derail its heralded economic miracle. We can see that in the current slowdown in the region. Despite Asia's burgeoning wealth, its economies are still to a great degree dependent on the advanced economies of the West, and as the recovery there sags, so have Asian exports, manufacturing output and GDP growth. China is likely to post its worst economic performance in 13 years in 2012. South Korea notched its slowest growth rate in nearly three years in the second quarter. Growth in India has fallen precipitously as well. The IMF predicts the economies of developing Asia will expand by 7.1% in 2012 – not bad, of course, but a sharp drop from the 9.7% recorded in 2010. Clearly, there is a limit to how much Asia can defy the gravity of the global economy. Most in Asia assume that this slowdown is a temporary, cyclical phenomenon, fixed by a bit of easy money and the eventual global recovery. That is likely accurate – to a point. A recent study by HSBC economists Frederic Neumann and Sanchita Mukherjee asks the uncomfortable questions: Is the current downturn a signal that something deeper and scarier is going on? Will the region's billions, accustomed to rapid progress, have to get used to slower growth? Simply put, is Asia losing its mojo? The challenge Asia will face in coming years is, ironically, a result of its gains in wealth. History tells us that the richer economies become, the more difficult it is to achieve very lofty rates of growth. As Neumann and Mukherjee point out, Asia was able to accelerate growth through massive gains in productivity brought about by shifting cheap labor from farms to industry and adding in healthy doses of new technology provided by foreign investment. The problem is that as this process increases wages and economies become more industrialized, new gains in productivity have to come from improvements in efficiency, advances in technology and better management, both at a corporate and a national level. That's not easy. Not many developing countries have successfully jumped into the ranks of the truly advanced. Those that fail get stuck in what's called the "middle-income trap," in which they hit a ceiling in income levels before they reach the highest echelons of the global economy. How vulnerable is Asia to falling into the 'trap'? In their study, Neumann and Mukherjee uncovered a few worrying trends. First, they noted that growth has slowed down in Asian countries as they become richer. They charted income levels (on a purchasing power parity, or PPP, basis) versus average annual GDP growth over the past decade and found that low-income nations grew about two percentage points faster than those with high incomes. Secondly, Neumann and Mukherjee discovered that income gains in some Asian countries have already been less stellar than you'd probably expect. The two economists plotted PPP income as a share of U.S. income in 1970 and 2009. Here's what they found: On this measure, Malaysia, Thailand, Sri Lanka and the Philippines have not markedly improved their position with respect to the United States. China, India, Indonesia, and Vietnam, however, have graduated from low income to middle income status, while Korea, Taiwan, Singapore and Hong Kong have moved from the middle to the high income bracket. However, when Neumann and Mukherjee used real (inflation-adjusted) data, India and Indonesia remained stuck in low-income status, while Thailand and China moved into the middle income category "surprisingly slowly when measured over the span of four decades." What does all this mean? The study concluded: Even in Asia, a region accustomed to higher, and more sustained, growth rates,…it cannot be taken for granted that countries swiftly graduate from one income bracket to another. Development is a long and arduous process. Yes, it is. The fact is that jumping from a poor country to a middle-income one is relatively easy. It just requires a generally stable policy framework that allows under-utilized resources (labor and capital) to get tossed into building an industrialized economy. Taking the next step from there requires a degree of reform that in certain respects is much more challenging. Companies have to transform themselves from simple manufacturers to innovators and designers. Education systems must churn out workers with creative thinking skills, not just basic skills. Policymakers have to forge an environment in which entrepreneurs and executives are willing to take risks by investing in R&D. Those Asian countries that have not achieved significant gains in income in recent years – such as Malaysia – have tailed to take these steps. Even more, some Asian countries are suffering from a similar problem to those in the West – widening income inequality. Even in a rapidly growing nation like China, the average guy isn't gaining as much as he should from the high rates of growth. That's because the structure of the economy remains biased in favor of investors and against consumers. In other words, if Asia wants to keep its economic miracle alive, it needs to engage in some pretty serious reform. The question is: Will Asia's policymakers take those necessary measures? "A black list of depositors should be made, depending on their risks. For example, the lowest-risk group are state employees and small traders; while the highest-risk group include real estate investors, cross-border traders, gold importers and gamblers must be frequently supervised by banks," he proposed. Some economists said, foreign banks operating in Vietnam face less risks of money laundering than domestically-invested institutions because they pay more attention to preventive measures. The National Assembly approved the Money Laundering Prevention Law in June, which is expected to provide a firm foundation for Vietnam to control money laundering activities. However, experts said the State Bank of Vietnam needs to have strict sanctions to force commercial banks to invest in tools to prevent money laundering. This may prove a major challenge as this would require investments of around USD1 million. Loose control Under Decree 74/2005/ND-CP on money laundering prevention and control, credit organisations have to supervise and inform the State Bank of Vietnam of suspected cases, particularly transactions of over VND200 million (USD9,500) in cash or VND500 million (USD23,800) or more in deposits. The report must be made no later than 48 hours through documents, emails or even phone calls. However, despite the circular being issued, banks were afraid of losing customers, and in reality, only a small number of banks have conformed with the circular. The circular has been in effect for seven years, however, only a few money laundering cases have been detected to date. Dr. Nguyen Tri Hieu warned that Vietnamese habits of using cash and loose control by local banks over deposits have offered ideal opportunities for money laundering. Nguyen Van Ngoc, Head of the Anti-Money Laundering Information Centre under the State Bank of Vietnam said the detection and elimination of money laundering activities in Vietnam was mainly conducted through banks, but few institutions took the work seriously. Le Nhu Duong, Head of the Anti-money Laundering Department at Vietcombank, said, few banks have paid due attention to preventing and controlling money laundering activities. However, so far this year, Vietcombank has concentrated more on the issue and detected tens of billions of VND being moved in suspicious circumstances. Ho Dynasty Citadel now World Cultural Heritage

 The United Nations Educational, Scientific and Cultural Organisation (UNESCO) on June 16 presented a certificate to Vietnam, officially recognising the Ho Dynasty Citadel as the World Cultural Heritage.

The citadel, also known as the Tay Do, An Ton, Tay Kinh or Tay Giai citadels, was Vietnam’s former capital under the Ho Dynasty from 1400 to 1407. Built in 1397 on an area of about 150ha, the structure was supervised by Ho Qui Ly, a top Tran Dynasty mandarin, who later took the throne in 1400 and moved the capital from Thang Long (the former name of Hanoi today) to the citadel. The stone structure, one of very few fortresses of its kind in the world, has four arched gates facing north, south, east and west. Despite the passage of time, the four gates remain intact.

It was recognised by UNESCO as the World Cultural Heritage on June 27, 2011. According to the UN organisation, the citadel buildings "represent an outstanding example of a new style of Southeast Asian imperial city".
Addressing the ceremony, National Assembly Chairman Nguyen Sinh Hung congratulated Thanh Hoa province on having an ancient architectural work honoured globally.
“The Ho Dynasty Citadel, together with other world tangible and intangible heritages, will enrich the thousand-year-old civilisation of the Vietnamese nation, helping international friends further understand Vietnam and its people, and opening up new opportunities for tourism development and cultural research in the country,” said Hung.


He said that the recognition requires Vietnam to conserve and promote cultural values of the citadel and other heritage sites in line with the Vietnam Heritage Law and the UN Convention Concerning the Protection of the World Cultural and Natural Heritage. Thanh Hoa province, about 150km south of Hanoi, plans to pour more than US$1 million into the restoration of the citadel to make it an attractive destination for domestic and foreign holiday-makers.
It will launch two special tours of the citadel to introduce heritage tourism potential in the province. 
Apart from the Ho Dynasty Citadel, Vietnam has six other natural and cultural heritages recognised by UNESCO: the former imperial capital of Hue, Ha Long Bay, Hoi An Ancient Town, My Son Sanctuary, Phong Nha-Ke Bang National Park, and Thang Long royal citadel in Hanoi.


The citadel, which is the remaining relic of Dai Viet civilisation in the late 14th and early 15th century, was recognised by UNESCO as a World Cultural Heritage site on June 27.  After 600 years, the citadel remains an imposing building in the eyes of local people and visitors.

Over 3.3 million int’l tourists visit Vietnam

 Vietnam welcomed over 3.3 million int’l tourists visit Vietnam overseas arrivals in the first six months of this year, up 13.9 percent against the same period last year, according to the General Statistics Office.

 

Vietnam’s major tourism markets include the Republic of Korea, Thailand, Malaysia, Japan, France, China and the US.

Of the total, nearly 3 million arrived in Vietnam by air while 27,000 came via sea routes and 500,000 by land.

However, June saw a slight year-on-year drop of 6.6 percent, with just more than 417,000 arrivals.

The contraction is attributed to the impacts of the global economic turmoil that leads to the tightened spending on tourism.

The number of Chinese tourists registered the largest reduction at 12.3 percent, followed by that of Cambodian visitors at 2.6 percent.

Chinese military command in Sansha City declared worthless

The establishment of a military command in the so-called Sansha City and the election of its municipal people's council violates international law as well as Vietnam's sovereignty over the Truong Sa (Spratly) and Hoang Sa (Paracel) archipelagos. In response to China's Central Military Commission's decision to set up a military command in the so-called Sansha City and elect a municipal people's council, Ministry of Foreign Affairs spokesman Le Thanh Nghi said these worthless acts go against the common awareness of the two countries' leaders and the basic principles for settling East Sea issues between Vietnam and China. They also run contrary to the Declaration on the Conduct of Parties in the East Sea (DOC) signed by ASEAN and China in 2002, and make the situation in the East Sea more complicated, he said. FM spokesman Nghi said Vietnam strongly opposes these actions and asks China to respect Vietnam's sovereignty and stop these wrongful acts, for the sake of bilateral friendship and cooperation, as well as peace and stability in the East Sea. On the same day, the Vietnamese Ministry of Foreign Affairs sent a diplomatic note to its Chinese counterpart to protest the acts. Also on July 24, the Chairmen of the Danang and Khanh Hoa People's Committees issued statements expressing the authorities' and people's concern and discontent regarding the establishment of a military command in Sansha City and the election of a municipal people's council. They said China's wrongful actions cannot change the fact that the Hoang Sa and Truong Sa archipelagos are inseparable parts of Vietnam. Danang City and Khanh Hoa province strongly protest these actions and asked the Chinese side to stop violating Vietnamese and international laws, which hampers joint efforts to maintain peace and stability in the region and could damage the friendship between the two peoples, the statement said. Photo exhibition: Dong Loc mother and hometown

A photo exhibition named "Dong Loc, Mother and Hometown", was opened in the central province of Ha Tinh on July 22. The photos highlighted three topics: "Dong Loc, crossroad of the nation", "Portraits of heroic Vietnamese mothers" and "Ha Tinh". The show attracted the participation of Transport Minister, Dinh La Thang, along with a number of representatives from the agencies and departments of Ha Tinh Province. The event attracted nearly 100 pictures from photographers, such as Colonel Tran Hong and Minh Chien. The exhibition was part of the celebration of the 65th anniversary of the War-Invalids and Martyr Day (July 27th) and the 44th death anniversary of ten unmarried girls at the Dong Loc Intersection. Dong Loc T-Junction (Ngã Ba Đồng Lộc) was a strategic road at the beginning of the Ho Chi Minh Trail, which was extensively bombed by American forces during the Vietnam War. The T-junction is now mainly remembered for the memorial to ten young unmarried girls, aged 17–22, who were volunteers helping with logistics at the intersection. At noon on 24 July 1968, the 15th day of bombing, a shell fell close to the mouth of the tunnel where the girls were hiding, killing them all. The story of the ten girls has been made into a film. Standby land fund proposed for ministry headquarter relocation

Hanoi's Urban Planning Institute proposed a standby land fund for moving headquarters of ministries and agencies to suburban areas. Existing headquarter of the Ministry of Construction to be sold for building the new one The land fund, which would include areas along Nhat Tan-Noi Bai and West Lake-Ba Vi routes, would be used as a stop-gap measure in case the planned land allocation is not sufficient. The institute has already agreed to moving the headquarters of ministries and agencies to the central areas of the south of West Lake and National Exhibition Centre in Me Tri Commune, Tu Liem District. To date, nearly 10 ministries and agencies have made plans to move their headquarters or got approval for for their plans, including the ministries of transport, construction, agriculture and rural development and public security. At the behest of the Prime Minister, ministries and agencies will allowed to sell the assets or transfer land ownership rights of their old headquarters in the city centre to gain funding for building new headquarters. Water-skiing on Saigon River

Although costly, water-skiing on Saigon River has become a favourite pastime among a number of young people in HCM City. State Bank pledges to maintain lending interest rate cut

The lending interest rate of 15% per annum will be maintained for at least one year, said State Bank of Vietnam (SBV) Governor Nguyen Van Binh. SBV Governor Nguyen Van Binh Binh made the announcement at a meeting on July 20 between banks and enterprises on measures to boost their business and production activities. Despite his instruction, not all companies can be offered interest of below 15% per annum, the Governor added, noting that banks will only cut lending interest rates for companies that operate efficiently. He said that banks are seeking ways to help enterprises with capital difficulties, but not to go all out to save them. To ensure sustainable economic growth, both businesses and banks have to restructure. According to SBV statistics, most banks have slashed lending interest rates to 15% per annum as required by the Governor at a conference. Nguyen Mai Suong, director of the Hanoi branch of the SBV said, since July 15, banks in Hanoi have cut the lending interest rate to 15% for 30 - 50% for existing loans. Cities and provinces in Vietnam have imposed different registration fees for the same models of pick-up vehicles due to a disagreement over their use, according to the Vietnam Automobile Manufacturers' Association (VAMA). According to VAMA, the Vietnam Register recognises these models as commercial vehicles on their import certificates. Vietnam affirms sovereignty over Truong Sa, Hoang Sa

A representative from the Foreign Ministry's National Border Committee has said Vietnam has sufficient legal and historical evidence to affirm its sovereignty over Truong Sa (Spratly) and Hoang Sa (Paracel) archipelagos. "We will be voting tomorrow morning," said Britain's UN Ambassador Mark Lyall Grant. The western envoys said they had agreed to Annan's request for a delay but there had been no new talks as Russia had made no new proposal. "We cannot accept Chapter VII and the section about sanctions," Russia's Foreign Minister Sergei Lavrov said in Moscow on Wednesday. Russia and China, using their powers as permanent council members, have twice vetoed previous resolutions hinting at sanctions against Damascus. "We have very clearly said to our Russian and Chinese friends, we are ready to negotiate," said France's UN Ambassador Gerard Araud. "The framework is well-defined. It is a Chapter VII resolution with a threat of sanctions. We consider the situation is serious enough in Damascus and in Syria that we move towards this goal," he told reporters. "We want to give diplomacy a chance but there has to be meaningful engagement on the side of Russia and China with our resolution," Germany's UN envoy Peter Wittig told reporters. "We just don't want business as usual. We want a strong signal with that resolution and the events in Damascus today of course dramatically highlight the need for the council to act at long last," Wittig added. "Syria is sliding into chaos," said the German envoy. The mandate of the UN Supervision Mission in Syria (UNSMIS) ends on Friday and without a resolution, the UN may have to hurriedly withdraw the nearly 300 unarmed observers now in Damascus. Vietnamese artists are becoming busier than ever thanks to a boom in TV films, game shows and reality shows. Young artists now seem to believe that if they feature in as many films, game shows, and reality shows as possible, then they will become more and more famous. Film and TV game show producers often invite young models, singers, and actors to join in their shows to attract more TV viewers. These young artists want to become household names, so they accept the invitations. That's the vicious circle both producers and young artists are running in. Consequently, many young artists become well-known not because of their voice or their roles in a film, but due to the fact that they appear on TV so often, and audiences become familiar with their faces. Due to their busy timetables, they are unable to put enough time into studying their characters, and may work on several different films in the same day. As a result, their work is below par and domestic viewers are losing faith in the Vietnamese film industry. One director said, "The salaries for actors and actresses aren't very high, so we have to accept that they will work on other film projects and TV shows at the same time. We just hope that they read the scripts before they start." An actor's career should be remembered by the characters they play, which can be timeless. Hanoi proposes removal of apartment service price cap

The Hanoi People's Committee has asked the Ministry of Construction to issue a price list for apartment service fees to replace the existing regulation on the service price cap. State-owned groups trim staff salaries

Many state-owned corporations and groups have cut their staff salaries by 5-30% to meet their commitments to the Ministry of Finance and save operational costs this year. Representatives from Electricity of Vietnam (EVN) and the Vietnam National Coal and Mineral Industries Group (Vinacomin) reported they had been slashing salaries over the past few months. EVN Telecom is now in debt to many of its partners, including Viettel and the Vietnam Post and Telecommunications Group (VNPT). "My salary was over VND8 million (USD380.9) per month, but now it has been cut to less than VND6 million (USD285.7). My wife and I have a combined salary of only VND10 million (USD476), so we're struggling with day to day expenses," said an EVN staff member. An EVN official said that the group targets to save VND1.8 trillion (USD85.7 million) in its business and production costs this year, including VND160 billion (USD7.6 million) in salary cuts. The firm targets to save 1% of electricity used for people's daily activities, equal to VND1.3 trillion (USD61.9 million). He, however, declined to comment on the pay cuts. At the Vietnam Oil and Gas Group (PetroVietnam) where the staff salaries are much higher than many other firms, cuts have also been made over the past few months. PetroVietnam Chairman Phung Dinh Thuc confirmed the salary reduction of 5-10% to save costs. However, to retain senior staff, PetroVietnam are still rewarding those it deems to be deserving. Leaders should cut their own salay Economist Pham Chi Lan said it is wrong for the companies to cut staff salaries to save costs. Meanwhile, a Government instruction also clearly stipulates that they are not allowed to do so. "In Vietnam, managers always receive the highest bonuses, but when firms face problems, their salaries aren't cut," she noted. Saving costs is mainly aimed at improving management systems to mitigate waste. The wage cut seems to be widespread, while companies ignore other factors that can also be attributed to high operational costs. She emphasised that corporations and groups needed to calculate what percentage of their operational costs could be attributed to salaries and productivity. She cited several experts as saying that for the same electricity output, Vietnam has to use more labourers than other countries, which shows the country's human resource waste, one cause of EVN's high operational costs. Salary cuts are necessary, but they should start with the management. "The Ministry of Finance has to tighten control of salary cuts to ensure efficiency," Lan said. Building slump bad news for construction materials companies

Vietnam’s interest rates go their own way

The State Bank of Vietnam (SBV) policies on interest rates over the past 12 months have led to increased production costs. Deposit rates are limited while lending rates are self determined by commercial banks, says Vu Vinh Phu, Chairman of the Vietnam Supermarket Association. Banks enjoy advantages from current monetary policies With a 3-4 percent ratio between borrowing and lending rates, in theory, banks can earn a profit. However, the ratio has reached 8-10 percent in recent months. As a result, banks are enjoying huge profits, but depositors and businesses are facing many disadvantages. Mr Phu claims that nowhere else in the world has such an interest rate policy, especially in the context of the economic downturn, rising inventories, weak purchasing power and people's poor living conditions. According to Phu, if the deposit rates are limited, the lending rates should be limited, too. Of course, he says, there can be incentives for some prioritized cases. Otherwise, banks can apply floating interest rates so that banking transactions can follow market fluctuations. In addition, policies and information should be publicized, and the State should intervene in controlling the price of goods produced by businesses that are dominating the local market. The State should also take measures to prevent the possible resurgence of inflation in the near future. The Government has asked the SBV to lower interest rates and it should ask the central bank to stabilize those rates at an appropriate level. Dr. Ngo Tri Long, former Deputy Head of the Price and Market Research Institute, says both basic and target should be taken into account to prevent shocks from outside. Lowering interest rates does not mean reducing requirements for loans or lowering credit quality. If the interest rates are not lowered, a cycle of bad debt may appear soon. Dr. Long affirms that the heart of the matter does not lie in reduced interest rates. It will be meaningless if the rates are lowered but businesses still find it hard to access loans. At present, many businesses are suffering from high inventories and the consumer price index (CPI) is falling. Businesses still face difficulties According to SBV statistics as of June 30, new outstanding credit saw a year-on-year increase of 0.76 percent. SBV Governor Nguyen Van Binh says the biggest challenge is dealing with slow economic growth, which results in financial difficulties and decreased credit growth. Leading economist Nguyen Minh Phong says high interest rates prevent businesses from accessing loans. Banks are also hesitant to offer loans to local firms due to their rising bad debt ratio. The annual deposit rates are currently maintained at 9 percent, but the lending rates are out of control. Some businesses say they are enjoying an annual 13-percent, while others claim they are unable to get such a rate. At the moment, banks are dealing with bad debt-related issues so they cannot offer loans for unfeasible projects. In the immediate period, banks should be able to increase their liquidity, thanks to their increasing deposit loans. Dr. Nguyen Thi Lan from the Financial Academy said the current bad debts are causing interest rates to rise and slowing down credit growth. Hopes high as AIDS conference returns to US

A cure for AIDS remains a distant prospect but a host of drug treatments and other advances have fueled fresh hope that new human immunodeficiency virus infections may some day be halted for good. Strategies for ending the 30-year AIDS epidemic through advances in treatment, testing and prevention are high on the agenda of a major meeting of experts in HIV/AIDS when it returns to the United States next week after two decades. "What we know is absolutely possible is that we can end the pandemic even without having a cure," said Anthony Fauci, a leading AIDS expert and director of the National Institute of Allergy and Infectious Diseases. Held every two years, the International AIDS Conference has convened elsewhere around the world but not in the US since 1990, due to a travel ban on HIV-positive individuals. The ban was overturned by US lawmakers under president George W. Bush in 2008 and signed into law by President Barack Obama in 2009. The conference's return to the United States was expected to draw a star-studded crowd of 25,000 -- more than the usual 20,000 -- including celebrities, politicians, AIDS activists and scientists, organizers said. Among the key speakers are singer Elton John, former US president Bill Clinton and philanthropist Bill Gates. Democracy icon Aung San Suu Kyi of Myanmar will address the conference by videolink. A pre-conference bash staged by amfaR, the American Foundation for AIDS Research, on July 21 will feature actors Sean Penn, Sharon Stone and prominent CNN newsman Anderson Cooper, who recently came out publicly as gay. A series of pre-conference talks and announcements will also set the stage for the six-day meeting in the US capital, themed "Turning the Tide Together," which formally starts on July 22. On July 19, French Nobel laureate Francoise Barre-Sinoussi, the co-discoverer of HIV, will announce the release of a new global strategy toward a cure that aims to tackle the reservoirs where HIV holes up after it has been attacked by antiretroviral drugs. "The strategy aims to build a global consensus on the state of research in the HIV reservoirs field and define a roadmap of scientific priorities that must be addressed by future research to tackle HIV persistence in patients on antiretroviral therapy," said a statement by the International AIDS Society. Another key point is the use of antiretroviral drugs as both treatment and prevention, building on a series of studies that have shown promise in giving the drugs to infected people early and even prescribing them to uninfected partners at risk. "We see this as probably being a central conversation at the conference -- the appropriate initiation for treatment and also how to best take advantage of antiretrovirals for prevention more broadly speaking," said the World Health Organization's HIV/AIDS chief Gottfried Hirnschall. The WHO will be releasing new guidelines for using HIV drugs as prevention, a strategy known as pre-exposure prophylaxis that has shown some success but also some failures in recent studies. Funding gaps remain a big concern among experts, with the United Nations funding target set for $22-24 billion globally and the available cash for responding to HIV at just $15 billion in 2010. Experts will also appeal for a jumpstart to current prevention strategies, which Fauci says have to accelerate in order to end the pandemic that has killed some 25 million people to date. "If the current slow rate of decline in infections globally -- on average just 1.5 percent per year over the past decade -- were to continue indefinitely, controlling HIV/AIDS would remain a distant goal," he wrote in Health Affairs magazine in July. Fauci and co-author Gregory Folkers, his chief of staff, called for optimal use of the prevention "toolkit" that researchers now have at hand. In addition to antiretrovirals for treatment and prevention, those tools include microbicides that show some effectiveness against HIV when applied to the vagina or rectum, showing up to 54 percent fewer infections in women who used them at least 80 percent of the time. Voluntary male circumcision has shown some success in Africa toward reducing HIV infection rates by 50 to 60 percent in heterosexuals compared to uncircumcised males. And researchers are gleaning more clues from a 2009 vaccine trial in Thailand that showed a modest 31 percent reduction in HIV infection, and hope to improve on those results in future trials Tourist Vietnam
